CENTRAL CALIFORNIA SOCCER REFEREE ASSOCIATION

MONTHLY MEETING MINUTES

November 14, 2008


Call to Order:  Meeting was called to order by Jim Sutton at 8:05 pm.  Jim noted that at an October 30 Executive Committee meeting, a presentation was made by Mike Kampmeinert and Colin Arblaster regarding a new direction for CCSRA.  The Executive Committee then elected Mike Kampmeinert as President.  Jim Sutton subsequently resigned as First Vice-President and was selected as Member at Large.  Colin Arblaster was then selected as First Vice-President and Scott Gilbertson was added as an additional Member at Large.


Roll Call:  President – Mike Kampmeinert; Second Vice-President – Jim Sandison; Treasurer – Ed Miles; Secretary – Dave Richard; Members at Large – Kurt Olsen; Jim Sutton


Members Present:  Julian Rodriguez, Steven Culberson, Richard Westerfeld, Karen Teague, Juan Martinez, Jeff Staniels, Matt Schmitz, Martin Iseri, Manuel Pineda, Ed Foster, Richard Hall, Mark Bailey, David Alfarr, Mark Carlson, David Levin, Linda Padilla, Julie Sandison, Jimmy Sandison, Bill Peete, Tom Starr, and Jerry Zavada.

Instructional Period (Jim Sandison):


Feedback from CCSL assessment weekend (Bob Evans):


  • Should not use CCSL game as training exercise.  Training should occur throughout the week.
  • If injured, take yourself off game.
  • Don’t get lazy with confrontations in the match.  Need to spring into action quickly after hard foul to immediately diffuse confrontation.


Memorandum 2008 Supplement (Jim Sandison):


  • Optional marks along touch line.recognized.
  • Responsibility for AR to signal offense is based on having better view (defined as being out of sight or behind the referee).
  • Substitution without permission is cautionable for unsporting behavior.
  • Dropping below 7 is permissible if it is temporary (referee discretion).
  • If referee gives indirect free kick but fails to signal indirect kick and ball enters goal directly, the kick should be retaken.
  • Need to blow whistle to restart play after substitution


President’s Report (Mike Kampmeinert):


  • Executive Board reports will be posted the Wednesday prior to the Friday meeting.
  • Next meeting will be Friday, December 5th.
  • In support of District Cup, Colin and Mike will conduct sessions for referees on December 10th and December 12-13th.
  • Proposal for referee assignors is found on CCSRA website.
  • Organization is starting a pass-back program.  Bring uniforms and equipment to Mike Kampmeinert at next meeting.


New Business:  None.


Treasurer’s Report (Ed Miles):  Reminder that dues ($20) are now being collected.


Good of the Game:  Veronica Perez and Colin Arblaster will be participating in NCAA soccer tournament finals.
