CENTRAL CALIFORNIA SOCCER REFEREE ASSOCIATION

MONTHLY MEETING MINUTES

March 13, 2009


Call to Order:  Meeting was called to order by President Mike Kampmeinert at 7:40 pm.


Roll Call:  President – Mike Kampmeinert; First Vice-President – Colin Arblaster; Treasurer – Ed Miles; Secretary – Dave Richard; Member at Large – Jim Sutton, Scott Gilbertson.


Attendance:  Approximately 50 individuals were in attendance.


President’s Report (Mike Kampmeinert): Assessments will be conducted at Association Cup at Cherry Island on Saturday, March 14.   Training at American River College on Tuesdays and Thursdays evenings.  AGM will be held on April 17.  Only one open position anticipated – Secretary. All seats are open for reelection. 


Instructional Period (Bob Evans):  Purpose of Movement and Careful Positioning


  • Theme:  The referee must see all that it is possible to see!
  • Diagonal System of Control:
  • Close to action.
  • No duplication of official responsibilities.
  • Referee should stay out of the way of players so as to not interfere in play.
  • Try to be in a position to see as many players as possible at any one time.
  • Keep players between referee and ARs whenever possible.
  • Game is progressing and we need to change with it.
  • Referee checks wall and may go deep behind defenders to check for ball in or out of goal.
  • Modify position if we see team uses a particular plan at corner kicks or at free kicks.
  • Consider preventative actions.  Taking position to protect yourself in the event that something might happen.
  • Choose the position that allows you to see the greatest number of players and that makes sense at that moment.
  • Best position is likely to be behind and left of the player in possession of ball.


Veronica Perez:  What lessons were learned from the international level that apply at the local level


  • Preparation – training for matches; review the laws of the game; research teams that will be participating and know the key players, tournament format
  • Travel – Arrive early; pack bags ahead of time; comfortable; take snacks
  • Assignments – coordinate with referee crew; pre-game; discuss roles and responsibilities; review tournament regulations; be very detailed with instructions
  • Game Day – rest; nutrition; recheck referee bag; travel to venue; pre-game; equipment check; warm-up (injury prevention); field and tournament officials; walk out
  • Post Game – complete the paperwork; assessments (listen to feedback, thank assessor), nutrition.

Awards Presentation: District VI Youth Referees of the Year Jake Smitchz and Katie Dreith were recognized and presented plaques and USSF Polos


Good of the game:

Veronica Perez was again appointed to FIFA panel and will be AR for first women’s professional match in Los Angeles.


Colin Arblaster will have WPS assignment as an AR at FC Gold Pride Home Opener.


Tom Starr will have applications for USSF regionals tournament in Southern California in June at Association Cup on Saturday, March 14.


Mark Bailey announced the sad news that referee compadre Gary Mott passed away after six year battle with cancer.


Meeting was adjourned at 10 pm.
