CENTRAL CALIFORNIA SOCCER REFEREE ASSOCIATION

MONTHLY MEETING MINUTES

January 9, 2009

 

Call to Order:  Meeting was called to order by President Mike Kampmeinert at 7:35 pm.

 

Roll Call:  President – Mike Kampmeinert; First Vice-President – Colin Arblaster; Second Vice-President – Jim Sandison; Treasurer – Ed Miles; Secretary – Dave Richard; Members at Large – Jim Sutton; Kurt Olson

 

Attendance:  Approximately 40 individuals were in attendance.

 

President’s Report (Mike Kampmeinert):  For mentors/coaches from the District Cup, please log on the Association Cup web page and download your input.

 

Opening question:  If AR determines that goalkeeper has encroached during the taking of the penalty kick and signals accordingly, the referee needs to act on this information based on his/her angle of view and pre-game instructions.

 

Jim Sutton has revised association by-laws which will be posted on web site for member comment.  Comments will be solicited at February monthly meeting.  Revised by-laws will be voted on at April AGM.

 

First Vice-President’s Report (Colin Arblaster):

 

Biggest loser contest posted on the web.  Greatest percentage of weight loss will win the prize.  Contest is over at the AGM.  Scales will be available at each monthly meeting.

 

Fitness Club:  Veronica Perez will train on Thursday night (UEFA fitness program) at McKinley Park.  Colin and Mike Kampmeinert will train other nights as posted on the web.

 

Second Vice-President’s Report (Jim Sandison):

 

Expectations for Cup play:

 

1.     Professional and appearance will establish the tone of the match.  Always act like a professional adult.  Never arrive in uniform.  Bring all of your shirts.  Shoes polished the night before.  Arrive at least one hour before your match.

 

2.     Review the Laws of the Game.  Review the Guide to Procedures.  Review the Advice to the Referees.  Review the MLS Week in review.  Know the rules of the competition.

 

     3.     Check in with Referee Coordinator immediately upon arrival.  Uniform is only seen to and from game.  Organize your gear.  Pick up trash.

 

       4.     If watching a match – avoid negative comments about the referee crew.  Avoid discussing calls with coaches or spectators.  Don’t play with the ball.

 

5.     Always show a positive attitude.  Be helpful.  Volunteer to fill in.

 

6.     Regional tournament is scheduled for Lancaster, California.

 

Player management during taking of penalty kick:

 

1.     Communicate requirements – move to top of area and verbalize.

 

2.     Take wide angle of vision.

 

3.     Presence – top of the area is now standard, do not be in players passing lanes.

 

4.     Referee must be prepared for dissent.
