We believe this site combined with our monthly meetings and sponsored events will assist us in developing and maintaining an association that remains fresh and topical for everyone's referee development.

It is with our deepest regrets that we announce the passing of Eilene Bailey. 

Eilene succumbed to a long battle with a seizure disorder.

Eilene had become a regular fixture at local soccer matches and events while accompanying her loving husband. The sidelines and our referee support will be all the more vacant without her presence. 
Our sympathies and prayers go out to Mark in his time of mourning.

CCSRA would like to support referees that were touched by Eilene's presence in our community to wear a back armband or band upon the USSF badge.

Eileen Marguerite Wagner-Bailey passed away on February 17, 2010 in Sacramento, California.  Born March 6, 1958 in Inglewood California, Eileen graduated from Los Alamitos High School and later received a B.A. and M.A. in English from California State University Sacramento. 

Eileen was a great friend and fun companion.  She was an outstanding student who competed in oratory and debate contests as well as drama.  She was a gifted editor and writer, who had worked for a number of trade magazines.  Eileen’s background in English and Speech made her an excellent teacher.  She utilized these talents as a substitute teacher for many years at the Sacramento City Unified School District.  Eileen had the ability to draw students into the wonderful world of words.  Eileen was a USSF certified soccer referee.  She loved Chaucer, dogs, Seinfeld re-runs, Hawaii, and Star Trek.

Eileen is survived by her husband Mark Bailey, her son William D. Layne (Sacramento, CA), mother Patricia W. Neal (Brea, CA), siblings Michael Wagner (San Francisco, CA), Patricia Vardiman (Brea, CA), and Robert Wagner (Sacramento, CA) and many nieces and nephews.  Eileen will always remain in our hearts, minds and spirit. She will be very deeply missed; her memory to all who knew her will be of a beautiful gracious woman.

 

In lieu of flowers, donations can be made in Eileen’s name to the Cassy Rowe Benefit Soccer Tournament 1212 Zinfandel Drive Roseville, CA 95747.

This page is restricted to only members of CCSRA so that we may keep our discussions local and relevant to the use of participating members. Discuss topics, express your opinion or seek advice from your referee peers.

2010 CYSA DISTRICT 6 YOUTH REFEREES OF THE YEAR
I am pleased to inform you that our District Youth Referee Selection Committee has recommended two fine young referee candidates for this year's Youth Referee of the Year for District 6.  Each has been informed of their selection.
 
Jake Schmitz from Placer Youth Soccer League has been selected as the Male Youth Referee of the Year.  Jake has continued to show his desire and willingness to work on his "game" and improve his skills to a level that surpassed the level he demonstrated last year when he as selected as the District representative for the first time.  This was evidenced by his selection to act as both an AR and a Center Referee in Academy matches this year.
 
Jessika Lopez from Elk Grove Youth Soccer League has been selected as the Female Youth Referee of the year.  Jessika has been working in youth matches for Mark Lloret, as well as several other assignors, and Elk Grove for several years in both league and tournament play.  She has continued to work on her performance on the field and has continued to progress to the point where she has been AR and Center at all age levels, up through and including U-19s.
 
You should also know that this year's selection was not an easy one.  There were many very talented nominees for us to consider.  I am certain we will see several of the same names next year.

Executive Board Members Elected for 2010/2011
The CCSRA held its AGM this past weekend on December 11th and its membership elected the following members to the positions available for this term. (CCSRA alternates the occupancy of each of the two-year-term positions by staggering the election of each position to better provide a seamless transition of Board operations.) Members at Large are elected annually. Newly elected Board Members are identified below in bold.

Busacca named top 2009 referee in global poll

Swiss referee Massimo Busacca has been voted the world's best in 2009 by a global group of football historians. Busacca, who took charge of the Champions League final last May, received 39 of 81 first-place votes on Wednesday from members of an International Federation of Football History and Statistics panel.Full Story.


Development Academy Referee Winter-Showcase

Elie Aguilar, Grade 5 - Sacramento, CA, was assigned to Center Referee the U17's Brazil v Netherlands match on Friday, December 4th that ran concurrent with the Nike Friendlies tournament that matches the top US club teams in the nation and Youth International Teams from the United States, Brazil, Netherlands and Portugal. 

This match was a significant test of Elie's abilities, as these national teams field several players that are already professionals. Elie reports back to us that after the conclusion of 90 minutes he felt good with his overall performance and learned a great deal in the preparation of such a match. We hope to be able to share more of Elie's  when he returns and is able to share more of his experiences with us.

The USSF has placed the 2009-2010 editions of the Advice book and the Ref Admin Handbook on their web page.  The Advice book has some major paragraph revisions and advice to all is to download the new revision and study the changes from the electronic copy.

ADVICE

This book of Advice to Referees is specifically intended to give USSF referees, assistant referees and 
fourth officials a reliable compilation of those international and national guidelines remaining in force, 
as modified or updated. It is not a replacement for the Laws of the Game, nor is it a "how to" book 
on refereeing. It is an official statement of Federation interpretations of the Laws. Affiliated leagues, 
associations, competitions, and officials must implement them to the fullest extent possible. 
Participants in affiliated matches must not impose personal, unsupported, or unofficial interpretations of 
any provisions of the Laws of the Game. If a point is not made in this Advice, look first to the relevant 
Law or Laws of the Game for the answer.

 

 

USSF ADMINISTRATIVE HANDBOOK

 

The Referee Administrative Handbook is meant to be used as a guide to the administrative processes of the U.S. Soccer Referee Program. It contains information about policies, by-laws and requirements that affect all referees. Of importance, are the various recertifying and upgrade requirements should any referee wish to consider moving to a different grade. Many questions can be addressed by the State Referee Administrator who may be more familiar with certain state procedures and protocols. If you do not know how to contact the State Referee Administrator in your area, you will find a list, with contact information, on our web site, www.ussoccer.com.
